Mr. Goyal most recently served as Director General (Defence) Audit, responsible for the comprehensive audit and oversight of:
- Indian Army’s Western, Northern & South-Western Commands
- Border Roads Organisation (BRO)
- Military Engineering Services (MES)
- Defence infrastructure, logistics, and operational establishments across North and West India
His senior roles also include:
- Financial Advisor, Supreme Court of India (2019–2022)
- Principal Director – Central Excise Audit, overseeing the transition to the GST regime
- Director-level oversight of major PSUs including FCI, CWC, HMT, BEL
- DG (Central) Audit, auditing premier national institutions such as IITs, IIMs, AIIMS, Income Tax & GST departments
- Leadership roles involving administration of offices with 800+ personnel across states
His global contributions include UN-OCHA audit missions across Myanmar, Kabul, Ethiopia, and Kenya, and senior management development training at the University of California, Berkeley.
With deep insight into governance, institutional systems, national audit architecture, and public accountability, Mr. Goyal’s experience significantly elevates IFIGT’s policy and institutional framework.
Strategic Role at IFIGT
In his advisory capacity, Mr. Goyal will:
- Guide public financial governance and institutional integrity initiatives
- Strengthen IFIGT’s work in defence-linked infrastructure, accountability, and audit reforms
- Support national policy dialogues through whitepapers, recommendations, and governance frameworks
- Mentor sectoral committees working on institutional systems and public governance
- Contribute strategic insights to investor-focused programs intersecting with public systems
His advisory role is honorary, non-executive, and strategic in nature, designed to leverage his extensive command over government processes, defence infrastructure mechanisms, and public audit standards.
